Small Business Enterprise
A small business enterprise (SBE) is a local business or a business enterprise that has satisfied the requirements established in Section b (13) of the Equal Opportunity for Local, Small, and Disadvantaged Business Enterprises Act and is independently owned, operated, and controlled. An SBE must have average annualized gross receipts (for three years preceding certification) that does not exceed the limits (size standards) as follows:
