Fact Sheet Small Business Enterprise A small business enterprise (SBE) is a local business or a business enterprise that has satisfied the requirements established in Section b (13) of the Equal Opportunity for Local, Small, and Disadvantaged Business Enterprises Act and is independently owned, operated, and controlled.
