Fact Sheet Benefits of Certification Certified business enterprises are eligible to receive the following: Business Enterprise Proposal Award Bid Reduction Disadvantaged Business Enterprise 3 points 3 percent Local Business Enterprise 4 points 4 percent Resident Business Ownership 3 points 3 percent Small Business Enterprises (SBE) are eligible to participate in a 50 percent Set-Aside (contracting and subcontracting) goal program and a two-tier small business set-aside program at the contract level that shall: Include a separate set-aside program for small business enterprises with gross revenues of $1 million or less; provide that a business becomes ineligible for participation in this set-aside program when the business has gross revenues in excess of $1 million for two consecutive years; establish set-aside programs for all small business enterprises, and for Certified Business Enterprises (CBEs), at the subcontracting level; and establish a set-aside program for local, small, or disadvantaged business enterprises for the Blanket Order Blitz at the contract level.
